Amends Section 11-52-81 of the Code of Alabama 1975 to revise the appeal process for zoning board of adjustment decisions to circuit court.

Requires aggrieved parties to file a written notice of appeal with the board within 15 days of the final decision, then file the appeal with circuit court within 30 days and serve the board at the city clerk's office.

Mandates the zoning board submit a certified copy of meeting minutes and related documents to circuit court within 45 days of being served with the appeal, unless extended by court order.

Establishes that circuit court reviews appeals de novo and that board decisions remain in effect during appeals unless the circuit court grants a stay based on likelihood of success, irreparable injury, injury to other parties, and public interest considerations.

Becomes effective July 1, 2024; passed by House with 100 yeas, 0 nays, 0 abstains on March 19, 2024.
