Adds off-road vehicle dealers to the definition of "dealer" in Alabama motor vehicle law, requiring them to be licensed and subject to Chapter 6 regulations, while clarifying that off-road vehicle dealers are not deemed motor vehicle dealers for purposes of that chapter.

Requires owners of off-road vehicles with model year 2026 or later to obtain a certificate of title from a designated agent, effective January 1, 2026.

Exempts off-road vehicles more than 10 model years old from the certificate of title requirement.

Establishes new licensing requirements for off-road vehicle dealers under Section 40-12-401, effective October 1, 2025, and authorizes the Department of Revenue to adopt implementing rules.

Makes it a Class A misdemeanor for any dealer to sell, trade, or transfer a vehicle required to be titled without complying with titling provisions.
