Proposes a constitutional amendment to transfer management of sixteenth section and indemnity school lands located in Walker County (designated for Franklin County schools) from the Commissioner of Conservation and Natural Resources to the Franklin County Board of Education.

Grants the Franklin County Board of Education authority to manage, sell, lease, and control the lands and extract timber, minerals, or other natural resources.

Requires 90% of land sale proceeds to be deposited into a Franklin County trust account and 10% into the Franklin County Board of Education General Fund.

Directs annual interest distributions to Franklin County school system and Russelville City school system proportionally based on student enrollment, with distributions recalculated every five years based on updated enrollment data.

Requires all proceeds from timber, mineral, or natural resource sales and land leases to be paid directly to the Franklin County Board of Education General Fund; applies retroactively to proceeds held in trust before ratification.
