• Adds new definition of "first responder" to Alabama Code to mean any law enforcement officer, firefighter, paramedic, or emergency medical technician.

• Excludes first responders performing authorized public safety functions from the definition of "pedestrian," including traffic control, emergency response, emergency medical care, and law enforcement activities.

• Requires all drivers to exercise due care to avoid colliding with both pedestrians and first responders and to yield right-of-way to first responders on sidewalks.

• Updates motor vehicle traffic definitions and regulations in §32-5A-213, §32-5A-218, and §32-1-1.1 of Alabama Code to incorporate first responder protections alongside pedestrian protections.

• Effective date: October 1, 2024.
