Proposes constitutional amendment to allow Legislature to call itself into special session, in addition to Governor's current sole authority under Alabama Constitution of 2022.

Requires 30 percent of Legislature members to submit written requests to Secretary of State, who must poll all members within 7 days; special session convenes if majority of both houses votes affirmatively.

Secretary of State must notify Senate President Pro Tempore and House Speaker, who jointly issue proclamation calling special session to convene between 14-21 days from notification.

Written requests expire after 60 days if requisite number not received; expired requests cannot be reused for future special session calls.

Special sessions remain limited to 12 legislative days and 30 calendar days, with two-thirds vote required to address subjects outside Governor's proclamation; Governor retains authority to call special sessions independently.
