Proposes a constitutional amendment to the Alabama Constitution of 2022 that would remove and deannex all real property owned by the University of Mobile from any municipality's corporate limits.

The amendment takes effect upon ratification and applies to all University of Mobile property currently located within municipal boundaries.

The legislature finds that the University of Mobile is a statewide institution serving students throughout Alabama and other states, and needs expanded access to water and sewer services through deannexation.

An election on the proposed amendment shall be held in accordance with Alabama Constitution Sections 284, 284.01, and 285, with ballot language describing the measure as relating to Mobile County.

The amendment becomes valid upon approval by a majority of qualified electors voting on the measure.
