HB280 Summary

• Amends Alabama Code Section 16-40A-3 to require research-based instruction on fentanyl prevention and drug poisoning awareness in grades 6 through 12, known as the Price Hornsby Act.

• Requires each local education agency to annually provide the instruction starting with the 2024-2025 school year in a manner comparable to other drug and alcohol education programs.

• Instruction must include prevention of fentanyl abuse and addiction, awareness of local school and community resources, and health education about substance use and abuse including youth substance use.

• Permits instruction to be provided by public or private higher education institutions, libraries, community service organizations, religious organizations, local public health agencies, mental health professional organizations, or local education agency employees.

• Becomes effective June 1, 2024.
