HB285 Summary

• Amends Sections 32-6-157, 32-6-231, 32-6-231.1, 32-6-231.2, and 40-12-300 of the Code of Alabama 1975 to replace the International Symbol of Access with the Dynamic Accessibility Symbol on all distinctive license plates and removable windshield placards issued to individuals with disabilities.

• Updates references throughout disability parking and license plate statutes to use "individuals with disabilities" instead of "persons" and removes outdated terminology like "handicapped" in favor of "individuals with disabilities."

• Applies the Dynamic Accessibility Symbol to removable windshield placards for both long-term and temporary disabilities, distinctive military license plates for disabled veterans, and all special access or disability access distinctive license plates.

• Maintains existing requirements that vehicles displaying disability plates or placards may only park in reserved spaces when an individual with a disability is present in the vehicle.

• Becomes effective on January 1, 2026.
