HB287 Summary

• Establishes separate personnel merit systems and human resources departments for Montgomery County and City of Montgomery, effective January 1, 2025.

• Creates independent personnel appeals boards (3 members each) for both the county and city, elected by their respective governing bodies, to hear employee disciplinary and grievance appeals.

• Requires both entities to adopt merit-based personnel rules and procedures by December 1, 2024, based on principles of equity, fairness, ability, knowledge, skills, and fair treatment without regard to political affiliation or protected characteristics.

• Transfers all existing employment records related to city employees to the City of Montgomery Human Resources Department and county employee records to the Montgomery County Human Resources Department.

• Repeals Sections 45-51A-32.110 through 45-51A-32.127 of the Code of Alabama 1975, which previously established the joint Montgomery City/County Personnel Department and Board.
