Amends Section 45-51A-32.113 of the Alabama Code to modify the countywide personnel system for Montgomery County and municipalities with populations of 5,000 or more.

Expands the list of exempt service positions in affected municipalities to include numerous municipal leadership roles such as chief of staff, chief administrative officer, executive assistant to the mayor, chief of police, fire chief, chief financial officer, and multiple department directors.

Allows individuals removed from exempt positions by the mayor (for reasons other than willful neglect, corruption, incompetency, or malfeasance) to return to competitive or classified service if they were previously members of those services.

Specifies that all individuals appointed to exempt positions must meet minimum qualifications established by the personnel board, and compensation is set by the personnel board pursuant to a pay and classification study.

Becomes effective October 1, 2024.
