Amends Section 16-28-60 of Alabama Code to permit children of active duty military personnel pending transfer to the state to enroll remotely in public K-12 schools before establishing residency.

Extends remote enrollment eligibility to special needs children with Section 504 plans, individualized family service plans, or individualized education plans (IEPs).

Requires local boards of education to transfer all relevant records and prior evaluations and to ensure comparable services are in place when the child arrives in the state, with any necessary reevaluations occurring within 30 calendar days of arrival.

Mandates that reevaluations of transferring special needs students require informed parental consent as provided by State Board of Education rules.

Becomes effective July 1, 2024.
