Amends Section 11-2A-4 of the Code of Alabama 1975 to include uniform increases in compensation (such as cost-of-living adjustments) in the base compensation of designated elected local officials.

Specifies that for local officials elected or appointed after July 1, 2024, their base compensation shall include any uniform increases received by the prior officeholder.

Maintains that local officials are entitled to receive the same uniform increases granted equally to all county employees by the county commission.

Preserves the Legislature's authority to increase compensation by local law, with provisions that officials do not receive additional uniform increases until total compensation equals or exceeds any locally-mandated increase.

Becomes effective on July 1, 2024.
