Proposes a constitutional amendment to remove all real property owned by the University of Mobile from any municipality's corporate limits where it currently resides.

Amendment takes effect upon ratification and deannexes University of Mobile property from municipal jurisdiction.

Legislature finds the University of Mobile is a statewide institution serving students throughout Alabama and other states that needs expanded access to water and sewer services.

Election shall be held in accordance with Alabama Constitution Sections 284, 284.01, and 285, with ballot language asking voters to approve removal of University of Mobile property from municipal corporate limits.

Amendment becomes valid upon approval by a majority of qualified electors voting on the measure.
