Applies only to Shelby County and authorizes the County Manager to void motor vehicle licenses, vessel registrations, privilege licenses, and other licenses when payment is found non-collectible.

Requires the Shelby County License Department to make reasonable attempts to retrieve license plates, decals, or other licenses issued based on non-collectible payments before voiding them.

Allows the license department to receive credit for costs associated with non-collectible checks, credit cards, or other payment instruments, and requires state offices to mark records accordingly and notify law enforcement of voided licenses.

Authorizes the Shelby County Commission to reimburse the License Department from the General Fund up to $3,000 per year (or adjusted amounts) for losses from department errors, mistakes, or omissions, excluding deliberate misuse or misappropriation of funds.

Becomes effective June 1, 2024; passed by House on April 2, 2024, and Senate on May 2, 2024.
