Requires public and private Alabama institutions of higher education to annually report funding received from foreign countries of concern, including China, Russia, Iran, North Korea, Qatar, and countries designated by the U.S. Department of State.

Institutions must report the same information already submitted to the National Science Foundation under 42 U.S.C. § 19040 and to the U.S. Department of Education under 20 U.S.C. § 1011f, but only gifts and contracts from foreign countries, entities, or individuals of concern.

Reports must be submitted to the Governor, Chair of the House Committee on Education Policy, and Chair of the Senate Committee on Education Policy by July 31, 2025, and annually thereafter by July 31, covering the preceding fiscal year (July 1-June 30).

Institutions that received no funding from countries of concern during the prior fiscal year are exempt from reporting requirements.

Individual or family tuition payments and campus housing expenses are excluded from reporting requirements unless already mandated by federal law.

Act becomes effective October 1, 2024.
