Requires each mayor and municipal governing body member elected after January 1, 2025 to complete a mandatory training course covering at least 10 hours of instruction before the end of their first elected term.

Training course must include instruction in 20 specified subjects including ethics, conflicts of interest, Open Meetings Act, budgeting, zoning, audit requirements, and public records.

Individuals who have completed the Certified Municipal Official Program administered by the Alabama League of Municipalities are exempt from the initial training requirement.

Requires all mayors and governing body members to complete at least 5 hours of annual continuing education courses on any of the 20 specified subjects beginning January 1, 2025.

All training expenses including course costs, lodging, travel, and meals shall be paid from the municipality's general fund; applies to all municipalities incorporated under Alabama Code Title 11; becomes effective January 1, 2025.
