Creates the Spouses and Dependents of Law Enforcement Officers Tuition Scholarship Fund to be administered by the Alabama Commission on Higher Education (ACHE).

Provides tuition scholarships to spouses of law enforcement officers and dependents under 27 years of age who are enrolled in or accepted to Alabama public or private accredited institutions.

Scholarship amount equals tuition and mandatory fees at the institution minus other federal aid, scholarships, and grants received, capped at the average in-state tuition for public institutions if attending a private school.

Limits scholarships to no more than four academic years (eight semesters) for certificate, license, associate, or bachelor degree programs; awards on first-come, first-served basis based on available funds.

Requires ACHE to submit annual reports to the Governor and relevant legislative committees beginning March 1, 2026, detailing student recipients, scholarship amounts, graduation rates, and participating law enforcement agencies; effective October 1, 2024.
