• Establishes the Safeguarding Teens from Out-of-State Abortion Procedures (STOP) Act, making it a Class A misdemeanor for any person to harbor or transport a minor girl with intent to conceal an abortion from her parents or guardian.

• Does not apply in cases of medical emergencies or when a court has waived parental consent requirements; minor girls cannot be subject to criminal penalties or civil liability under this act.

• Creates an affirmative defense if the minor girl's parent or guardian consents to the harboring or transporting.

• Permits parents or guardians to bring civil action for actual and punitive damages, injunctive relief, and attorney fees against anyone who procures or aids in obtaining an abortion or abortion-inducing drug for the minor.

• Becomes effective October 1, 2024.
