• Reduces the deadline for prospective bidders to file a notice of intent to protest from 14 calendar days to 5 calendar days after a solicitation is issued.

• Reduces the deadline for actual bidders to file a notice of intent to protest from 14 calendar days to 5 calendar days after the date of award or notice of intent to award.

• Allows the Chief Procurement Officer to proceed with an award if no notice of intent to protest is received within 5 days after it is timely filed.

• Permits solicitation or award of a protested contract to proceed without delay if the Chief Procurement Officer determines in writing that proceeding without further delay is necessary to protect the state's best interests.

• Becomes effective June 1, 2024.
