Amends Act 99-219 to establish a fee of $60 per document for personal service of process by the Tuscaloosa County sheriff's office in civil matters, replacing the previous $12.50 increase.

Exempts civil documents issued specifically by the circuit court and mental health documents or orders issued by the probate judge from the service of process fee.

Allocates collected fees as follows: $3 per document to circuit clerk's office, $3 per document to probate judge's office, and remaining balance split 50/50 between Sheriff's Law Enforcement Fund and District Attorney's Solicitor's Fund.

Establishes a higher fee of $85 per document for out-of-state civil cases, with 50% distributed to the Sheriff's Law Enforcement Fund and 50% to the District Attorney's Solicitor's Fund.

Repeals Section 3 of Act 99-219 regarding contracting for service of process and becomes effective June 1, 2024.
