AL HB396

Prohibits law enforcement officers from using the four-point restraint (hog-tie position) to detain, restrain, or transport any individual.

Prohibits placing any individual in a face-down position that restricts oxygen or blood flow to the head or neck.

Requires each law enforcement agency to include a prohibition against four-point restraint use in the agency's existing policies and procedures.

Establishes violation of this prohibition as a Class A misdemeanor offense.

Becomes effective on October 1, 2024.
