Adds Juneteenth (June 19) as a state holiday in Alabama, joining the list of recognized legal public holidays.

State offices shall not close on Jefferson Davis' birthday (first Monday in June) or Juneteenth; employees are given the option to observe either one as a state holiday, with each agency establishing its own policy.

All state employees except those in Baldwin and Mobile Counties receive one personal leave day per year on January 1, while Baldwin and Mobile County employees receive no personal leave day.

State employees working on state holidays receive either a compensatory leave day or paid compensation, with compensatory leave to be scheduled within the quarter the holiday occurred or accumulated for up to one year at the employee's request.

Designates December 1 as Mrs. Rosa L. Parks Day to commemorate her civil rights activism, with counties and municipalities having the option to observe it as a holiday; effective October 1, 2024.
