Prohibits out-of-network ground ambulance providers from balance billing enrollees by setting a minimum reimbursement rate of 325 percent of Medicare rates in the service area, which constitutes full payment.

Limits out-of-network ground ambulance providers to collecting only the in-network cost-sharing amount directly from enrollees (deductibles, copayments, or coinsurance).

Requires health insurers to pay out-of-network ambulance providers directly within 30 days of receiving a clean claim, rather than paying the enrollee.

Requires insurers to certify the enrollee's in-network cost-sharing amount to the provider upon request and excludes enrollees from payment disputes between insurers and providers.

Becomes effective October 1, 2024.
