Increases the threshold cost for general contractor licensure from $50,000 to $100,000 for construction, alteration, maintenance, repair, rehabilitation, remediation, reclamation, or demolition projects.

Increases the threshold cost for subcontractor licensure from $50,000 to $100,000 for work performed under contract to a general contractor or another subcontractor.

Exempts labor brokers and temporary labor providers from general contractor licensing requirements when providing workers to licensed general contractors, with temporary workers deemed to fall under the general contractor's license.

Specifies that the labor broker exemption does not allow these entities to act as subcontractors or assume project scope as a subcontractor.

Effective date: October 1, 2024.
