Authorizes Henry County Commission to require permits for outside events in unincorporated areas where an admission fee is charged.

Requires permit applications filed at least two business days before an event with a permit fee not to exceed $250, signed by both event sponsor and property owner.

Application must specify security, bathroom facilities, and parking arrangements; sponsor must acknowledge that parking on public right-of-way is prohibited and vehicles may be towed.

Authorizes county commission to close events violating permit conditions or creating public nuisance; allows civil fines up to $250 for first violation, $500 for second violation, and $1,000 for third and subsequent violations, with appeal rights to Circuit Court.

Exempts events such as weddings and church functions that do not charge entry fees or paid tickets; effective June 1, 2024.
