Amends Section 29-9-4 of the Code of Alabama 1975 to require that any monetary interest earned in the Education Trust Fund Advancement and Technology Fund shall be retained in the fund from year to year, rather than being removed annually.

Modifies the Education Trust Fund Rolling Reserve Act to change treatment of interest accrual in both the Budget Stabilization Fund and the Advancement and Technology Fund.

Applies to fiscal year beginning September 30, 2024, and subsequent years, allowing accumulated interest to support future supplemental appropriations for education purposes.

Becomes effective June 1, 2024.
