Authorizes Jefferson County Commission and municipalities in Jefferson County to levy an additional fee of up to $20 per residential building permit, in addition to all other authorized fees.

Collected fees must be deposited into the respective governing body's treasury and distributed to the Central Alabama Homebuilding Academy to fund skilled trades training programs including home building, electrical, plumbing, carpentry, HVAC, roofing, and related construction trades.

Requires the Central Alabama Homebuilding Academy to submit an annual proposed operating budget to Jefferson County Commission by December 1 each year for review and approval before distributions are made on a quarterly or more frequent basis.

Mandates annual independent audits of the academy by a certified public accountant, with audit reports and financial statements provided to the county commission and participating municipalities by June 1 each year.

Upon termination of the academy's operations, any remaining collected funds must be distributed to the Alabama Construction Trade Academy Fund in the State Treasury; becomes effective June 1, 2024.
