Appropriates $30,000,000 from the Opioid Treatment and Abatement Fund for fiscal year ending September 30, 2024.

Allocates $1,000,000 to Department of Corrections for medication for opioid use disorders (MOUD) programs in state prisons.

Allocates $5,490,000 to Board of Pardons and Paroles for substance abuse disorder treatment, recovery services, housing, prevention expansion, and service navigation programs.

Allocates $20,510,000 to Department of Mental Health for Medicaid match, residential detox, prevention, 988 Crisis Line, treatment and recovery grants, marketing campaign, specialty courts, and veterans pilot programs.

Allocates $1,000,000 each to Auburn University College of Pharmacy for substance abuse education and University of Alabama at Birmingham for psychiatry residencies, plus $1,000,000 to Department of Public Health for Naloxone distribution; unspent funds carry forward to subsequent fiscal year.
