Creates a new Division of Investigations within the Office of the State Auditor to investigate loss, theft, or damage of state property valued at $500 or more and demand repayment for negligent losses.

Requires property managers of state agencies to report loss or theft of inventoried state property to the State Auditor within 30 days of discovery.

Authorizes the State Auditor to adjust the $500 property inventory threshold value every four years (beginning October 1, 2024) based on cumulative changes in the Consumer Price Index, rounded to the nearest $100.

Allows the Attorney General to bring civil actions against employees to recover the value of state property lost, stolen, or damaged due to negligence when the State Auditor certifies the facts and amount due.

Requires the Division of Investigations to refer matters where there is reasonable belief of criminal violation to the Attorney General or appropriate district attorney; effective October 1, 2024.
