Creates a new special volunteer license allowing nonresident dentists and dental hygienists with active, unrestricted licenses in other states to practice in Alabama for charitable events without pending disciplinary action.

Special volunteer licenses are valid for up to 15 calendar days within 30 days of issuance and expire automatically on the 31st day; the board may renew for no more than 15 additional calendar days.

Licensed practitioners must provide treatment under direct supervision of an Alabama-licensed dentist at board-approved charitable event locations and cannot accept compensation other than reimbursement for actual expenses.

Increases the annual dental hygiene registration fee from $75.00 to $150.00 and establishes a $150.00 fee for issuance of special volunteer licenses for both dentistry and dental hygiene.

Effective October 1, 2024; board actions regarding special volunteer licenses do not require contested case proceedings under Alabama Administrative Procedure Act.
