• Changes library board member election from qualified electors voting to election by the Shelby County Legislative Delegation representing the geographic area of the library district.

• Establishes that library board elections shall be conducted on the second Tuesday of September of every even year, with members taking office on October 1 of that year and every four years thereafter.

• Sets initial board member terms to expire on December 31, 2026, with Places 1 and 2 subsequently elected for two-year terms and Places 3, 4, and 5 elected for four-year terms to stagger board turnover.

• Requires board candidates to be registered voters residing within the district and to file notice of candidacy by July 15 preceding the election, with at least one member being a commercial property owner.
