Prohibits state-funded public K-12 schools from membership in athletic associations that prohibit or discourage member schools from competing against non-member schools, including scrimmages, jamborees, or matches.

Prohibits public K-12 schools from competing against non-member schools unless that non-member school's athletic association mandates preparticipation physical examinations for all students.

Requires non-member schools' athletic associations to implement comprehensive concussion management protocols including parent notification, immediate removal of symptomatic students, and medical clearance before return to play.

Establishes additional requirements for non-member schools' associations: compliance with National Federation of State High School Associations rules, use of certified game officials, age restriction of athletes under 19 years old as of August 1, and compliance with state law Chapter 30D of Title 16.

Does not affect nonpublic schools' membership status, governance, or autonomy; becomes effective July 1, 2024.
