• Establishes the Alabama Portable Benefits Task Force to study portable benefits for app-based workers and independent contractors classified as drivers or couriers.

• Task force membership consists of 13 members including appointments from the Governor, Lieutenant Governor, House (3 members), Senate (3 members), and executive departments (Labor, Revenue, Commerce, and Alabama Law Institute).

• Task force shall study app-based workers in Alabama, investigate how other states provide health, wellness, retirement, and similar benefits to independent contractors, and develop legislative recommendations.

• First meeting required no later than September 1, 2024, with task force selecting one co-chair from House and one from Senate; may meet in person or remotely as needed.

• Task force must submit findings and recommendations to Legislature no later than the third legislative day of each regular session and shall dissolve upon filing its final report during the 2026 Regular Session.
