Expresses support for the Iranian people's desire for a democratic, secular, and non-nuclear Republic of Iran with voting rights, free elections, and ethnic equality.

Condemns the Iranian regime's human rights violations and state-sponsored terrorism, including suppression of protests in 2017, 2019, and 2022 that resulted in approximately 1,500 deaths and thousands of arrests.

Calls on U.S. government agencies to work with European allies to hold Iran accountable for breaching diplomatic privileges and to prevent malign activities of Iranian diplomatic missions.

Denounces Iranian state-sponsored terrorist attacks against U.S. citizens and dissidents, including the 2018 plot against the "Free Iran" gathering in Paris and a 2024 terror plot in Jordan that killed three American soldiers.

Recognizes Iran as the number one state sponsor of terrorism worldwide and supports accountability for senior Iranian government and military officials responsible for human rights violations and terrorist acts.
