AL HJR81

Creates the Alabama-Japan Legislative Exchange Group to pursue friendship and cooperation with Japan through exchanges and programs, with membership comprised of designated Senate and House members plus any legislator desiring to strengthen Alabama-Japan relations.

Membership includes a majority and minority member from each chamber appointed by leadership (one of whom must be the sponsoring legislator), a gubernatorial liaison, and encourages racial, gender, geographic, urban, rural, and economic diversity among members.

Initial meeting required by December 1, 2024, with members electing a chair and vice chair from different chambers; group may meet electronically after organizational meeting with quorum requiring a majority of members present.

Work scope includes proposing economic, educational, cultural, or governmental initiatives; assigning study topics; engaging nonprofit organizations like the Japan-America Society of Alabama; and coordinating with Japanese consular officials.

Group must submit annual reports to legislative leaders by the tenth day of each Regular Session and a final report to the Governor by conclusion of the 2026 Regular Session, then dissolve.
