HR103 honors Johnny Frank McKinney for receiving recognition from the Willie and Betty Farrior Family Foundation for outstanding service to the Talladega Community and Alabama.

The Willie and Betty Farrior Family Foundation, established in March 2017, promotes "selfless service with a purpose" and recognizes individuals making a difference in the Talladega Community through scholarships and a pre-apprenticeship program.

Johnny Frank McKinney was born October 4, 1952, served honorably in the United States Navy, and retired after 28 years of Federal Civilian Service at Fort McClellan as Transportation Motor Pool Officer.

McKinney earned an Associate Degree from Gadsden State Community College, a Bachelor Degree in Theology from Birmingham Baptist Bible College, and an Honorary Doctorate from Rushing Springs School of Theology; he has served as Pastor of Rocky Mount Missionary Baptist Church since March 1991.

McKinney holds multiple community leadership roles including Dean of Rushing Springs School of Theology, Trustee for Selma University, Chaplain at Citizens Baptist Medical Center, board member of Talladega Housing Authority, and substitute teacher for Talladega City School System.
