Honors the life and legacy of retired United States Marine Corps Major General Jerome Gary Cooper, who died on April 27, 2024.

Recognizes Cooper's military career including his 1967 distinction as the first Black officer in the Marine Corps to lead an infantry company into combat and his receipt of the Bronze Star, two Purple Hearts, and Vietnamese Cross of Gallantry.

Documents Cooper's public service as an Alabama State Representative (1974-1978), Commissioner of the Alabama Department of Human Resources, Assistant Secretary of the Air Force (1989-1993), and United States Ambassador to Jamaica (1994-1997).

Notes Cooper's post-government career as Senior Vice President of David Volkert and Associates and Chairman of CNB Bancorp until his retirement in 2022, along with his service on numerous corporate and community boards.

Directs that the House of Representatives convey condolences to Cooper's surviving family members, including his wife of 33 years, three children, seven grandchildren, and one great-grandchild.
