AL SB10

Amends Code of Alabama Sections 11-90-2 and 11-90-4 to restructure county and municipal library board appointment and removal procedures.

Library boards consist of five members appointed by the county commission or municipal governing body to four-year terms, with members serving at the pleasure of their appointing authority and removable by two-thirds vote.

Requires each library board to submit an annual report by December 31 to the Governor, Speaker of the House, and President Pro Tempore detailing board membership and any actions taken regarding collection reviews or item removals during the previous 12 months.

Mandates appointing authorities coordinate appointments to ensure library board membership reflects the racial, gender, geographic, urban, rural, and economic diversity of the state.

Becomes effective October 1, 2024; passed the Senate on February 14, 2024 with a vote of 26 Yeas, 7 Nays, and 0 Abstains.
