Continues the Alabama Behavior Analyst Licensing Board within the Department of Mental Health's Division of Developmental Disabilities until October 1, 2026, pursuant to the Alabama Sunset Law.

Requires the Department of Mental Health to provide the board with financial services, legal services, dedicated office space, administrative personnel, information technology services including phone lines and email, and necessary office supplies.

Establishes a seven-member board consisting of four licensed behavior analysts, one licensed psychologist, one parent or legal guardian of an individual receiving behavior analyst services, and one public member with no professional interest in behavior analysis.

Board members serve three-year terms with initial terms staggered, and no member may serve more than two successive three-year terms; appointments made by Governor upon recommendations from the board after initial appointments by the Department of Mental Health Commissioner.

Creates a separate special revenue fund (Alabama Behavior Analyst Licensing Board Fund) for all board receipts, which shall be used for board operations and implementation of licensing regulations; act becomes effective June 1, 2024.
