AL SB14

Designates body-worn camera and dashboard camera recordings as public records subject to public inspection under Alabama law.

Requires custodial law enforcement agencies to release requested recordings within 30 days of written request and payment of a reasonable fee not exceeding production costs.

Allows individuals whose image or voice appears in recordings, along with their personal representatives, to request release of recordings through written petition to the custodial agency.

Establishes judicial review process permitting requestors denied release to petition circuit court, which may only uphold denial if release would substantially interfere with an ongoing investigation or endanger witness safety.

Becomes effective October 1, 2024, and is named the Jawan Dallas and Steve Perkins Act.
