Amends Section 33-4A-13 of the Code of Alabama 1975 to grant the State Pilotage Commission authority to make rules and regulations for piloting ships and watercrafts into and out of harbors and seaports in the Port of Mobile until berthed at the docking facility or past the Mobile Entrance Lighted Buoy.

Requires that maritime data produced by foreign states or foreign or domestic companies must be expressly preapproved by the State Pilotage Commission before any official use in pilotage operations.

Grants the State Pilotage Commission power to require evidence of physical and mental fitness of active bar pilots at any time and to adopt rules and regulations regarding pilot capacity and fitness.

Becomes effective on October 1, 2024.
