Prohibits civil actions and criminal prosecutions against any individual or entity for damage to or death of an embryo when providing or receiving in vitro fertilization services.

Limits damages against manufacturers of goods used in IVF or embryo transport to compensatory damages calculated as the price paid for the affected IVF cycle.

Provides complete criminal immunity to manufacturers of goods used in IVF or embryo transport for damage to or death of an embryo.

Applies retroactively to any acts, omissions, or services not already subject to litigation as of the effective date.

Becomes effective immediately upon passage.
