Authorizes virtual schools and programs in Alabama to administer state-required assessments remotely beginning with the 2025-2026 school year, subject to funding availability.

Requires assessments be administered on assigned dates/times with video monitoring by proctors, maintaining a student-to-proctor ratio of 10 to 1 or lower.

Mandates use of devices permitting continuous video monitoring, with option for dual devices if platform lacks integrated camera proctoring capability.

Restricts assessment administration and proctoring to teachers holding valid Alabama professional education certificates.

Exempts public institutions of higher education and college/workforce readiness assessments from national providers until remote access becomes available; effective June 1, 2025.
