Appropriates $475,470,075 from the Education Trust Fund to Tuskegee University over 11 fiscal years (2025-2035) at $47,547,008 annually to compensate for historical funding disparities.

Compensates Tuskegee University for the lack of state matching funds for federal formula funding available to land-grant universities from 1987 through 2020.

Funds represent the amount Tuskegee University would have received if its state funding per student equaled that of Alabama's 1862 land-grant institution during the period from 1987 to 2020.

Cites the Morrill Act of 1890 requirement that states provide equitable distribution of funds between 1862 and 1890 land-grant institutions serving African American students.

Becomes effective October 1, 2024.
