Proposes a constitutional amendment to vacate a portion of former Winston County Road 1 that existed prior to the creation of Lewis Smith Lake.

The vacated road segment extends from its intersection with Lot 6 of Tidwells Yellow Creek Subdivision No. 2 (also known as 234 Winston County Road 3139) to its intersection with Lewis Smith Lake, including all adjacent right-of-way.

Upon ratification, the underlying fee simple property of the vacated road shall vest in the abutting landowner or landowners, and Winston County shall be divested of all public rights and liabilities in that portion.

The amendment requires voter approval through a statewide election conducted in accordance with Alabama Constitution Sections 284, 284.01, and 285 and state election laws.

The amendment becomes valid upon approval by a majority of qualified electors voting on the measure.
