SB211 Summary

• Allows students whose parents are on active military duty transferring to an Alabama military installation to remotely enroll in public K-12 schools before physically relocating to the state.

• Requires parents to provide a copy of official military transfer orders and complete required enrollment forms; proof of residency is deferred until the student physically arrives in the state.

• Mandates that local school boards transfer records and prior evaluations for students with Section 504 plans, individualized family service plans, or individualized education plans, and ensure comparable services are in place upon arrival.

• Requires any necessary reevaluations to occur within 30 calendar days of arrival and be subject to informed parental consent as determined by State Board of Education rules.

• Guarantees remote-enrolling students the same opportunities for school assignment, course selection, special education services, and sporting activities as resident students.

• Becomes effective July 1, 2024.
