SB247 - Alabama Workforce Transformation Act

• Renames the Alabama Department of Labor to the Alabama Department of Workforce, with the Secretary of Labor becoming the Secretary of Workforce

• Establishes the Alabama Workforce Board as the State Workforce Development Board and creates an Executive Committee with 7 members to oversee workforce development budget and strategic planning

• Creates seven regional workforce boards to serve as local workforce development boards and requires development of a unified four-year Strategic Workforce Plan submitted to the Governor and Legislature by February 1 of each legislative quadrennium

• Transfers workforce development programs from the Department of Commerce to the Department of Workforce, except for the Alabama Industrial Development and Training Institute (AIDT), which remains with Commerce

• Repeals the Alabama Workforce Council and Regional Workforce Development Councils, consolidating workforce functions into the new Department of Workforce structure with full implementation required by October 1, 2025
