Requires ATV park operators to obtain a county permit starting January 1, 2025, with permit fees not exceeding $50.

Defines an ATV park as a privately-owned location charging fees to operate ATVs that meets two or more criteria: over 100 acres, over 100 ATV operation fees per month, over $2,000 in monthly fees, or hosting an ATV race.

Permit applications must include $5,000,000 liability insurance, emergency services contract, detailed maps showing access points and routes, acreage estimates, and operator contact information; county engineer must inspect and certify compliance before approval.

Operators violating permit requirements face $5,000 daily fines deposited into the county road and bridge fund, with fines doubled for subsequent citations; counties may also pursue civil injunction against violators.

ATV park operators must follow Alabama Forestry Commission best management practices for forested watersheds; permits do not authorize ATVs to cross county roads and do not apply to agricultural-only ATV use.
