Requires the Alabama State Board of Health to adopt rules governing the Newborn Screening Panel and mandates inclusion of all conditions approved by the federal Recommended Uniform Screening Panel (RUSP).

Establishes a 36-month deadline for the board to add newly RUSP-approved conditions to the state's Newborn Screening Panel, with conditions approved before January 1, 2024 required to be added by October 1, 2027.

Requires the board to provide written notice to the State Health Officer and post notice on its website if RUSP-approved conditions are not added within the required timeframe.

Makes all newborn screening testing and related services contingent upon the availability of funding and workforce at the State Laboratory.

Takes effect October 1, 2024 and is named the Zachary Thomas Newborn Screening Act.
