Creates a new Division of Investigations within the Office of the State Auditor to investigate loss, theft, or damage of state property meeting or exceeding the threshold value of $500.

Requires property managers of state agencies to report loss or theft of state property to the Office of the State Auditor within 30 days of discovery.

Authorizes the State Auditor to compel public officials and employees to pay for lost, stolen, or damaged property caused by negligence or willful neglect, with certification to the Attorney General for civil action if recovery is not obtained.

Authorizes the Division of Investigations to refer matters to the Attorney General or appropriate district attorney where there is reasonable belief that a criminal violation has occurred.

Bill becomes effective October 1, 2026.
